KB004910: What are the Steps to Troubleshoot ELSD Communication Problems? - 1200 LC 

The cable connection from the ELSD to the PC requires a straight/direct serial cable. Most serial cables used by Agilent are null modem/crossover cables.  If your PC has multiple COM ports, make sure you have selected the correct one.
